About Dr. Allen Wu

Dr. Allen Wu was elected to serve on the Walnut City Council in 2018 and selected as Mayor in 2022. Prior to City Council member, he served as Director of the Walnut Valley Water District, and from 2002 to 2004 as a Commissioner and Vice Chair of the City of Walnut’s Parks & Recreation Commission. In that role, he focused on balancing community preservation with future development. He is a strong advocate for equestrian trails and the preservation of open space.

Dr. Wu has lived in Walnut since 1989. He earned a Ph.D. in Civil Engineering and an M.S. in Environmental Engineering from the University of Southern California. As a Ph.D. candidate, he conducted research at Caltech’s Keck Foundation Laboratory on advanced water discharge systems. He also served as a field research engineer with USC’s Foundation for Cross-Connection Control and Hydraulics, where he was responsible for assessing more than 400 groundwater wells in Los Angeles County to support water supply and conservation efforts. He also holds a master’s degree in public administration from USC.

Dr. Wu began his career in project management at Edwards Air Force Base, VA hospitals, and the Boeing Company. He is a registered civil engineer and has worked for several public agencies. In 2008, 2012, and 2017, he served as Board President of the Walnut Valley Water District. He also chaired the District’s Finance Committee and the Public Information/Community Relations/Legislative Action Committee and served as a Board Member of the Association of California Water Agencies Joint Powers Insurance Authority (ACWA/JPIA). During his time as Director of the Walnut Valley Water District, Dr. Wu launched the High School Solar Cup program and brought Walnut High School’s Solar Cup Team into the initiative. He also hosted the annual “Water Is Life” student art and essay contest at the Walnut Valley Water District.

Since 2000, Dr. Wu has been actively involved in Walnut’s civic and educational organizations. He served as Vice President of the Chinese American Association of Walnut (CAAW) and as a Board Member of the Chinese American Parents Association of the Walnut Valley Unified School District (CAPA-WVUSD). He is committed to collaborating with Walnut residents and community members, and is open-minded, adaptable, and willing to listen and communicate.
